IB-Salut Awards Fujitsu the Tender for Development of the Balearic Islands Electronic Health Record with Solutions from Oracle & Orion Health
The public tender, worth 6,7 million Euros, intends to harness and improve access to information for professionals of IB-Salut, external clinical professionals and citizens with an integrated model of health information.
Madrid, Spain (PRWeb UK) 5 May 2009 -- The health service of the Balearic Islands, IB-Salut, awarded the tender for development of the "La Historia de Salud" (The History of Health) to Fujitsu Services, the leading company in IT solutions and services, in conjunction with their technology partners Oracle and Orion Health.
The primary aim of the project is to transform the area's existing model of dispersed health information, into an integrated Electronic Health Record (EHR). The main objectives for the project are, integration and communication between different healthcare levels, facilitating access to patient information irrespective of where it has been generated and to harness the development and implementation of telemedicine tools.
The organization will also work to guarantee the quality and the security of the information providing the end user with correct and up-to-date clinical information, allowing greater reliability and quality in patient care. Finally they will ensure ease of use of the applications used by health professionals by integrating these into a global view of clinical history.
Fujitsu, in association with Oracle and Orion Health, began collaboration with IB-Salut in 2005 for the two previous phases of this project. During this time, the definition and implementation of the "Health summary" or summarized clinical history was created, as well as the ability to verify results of clinical tests and other data of the patient in an integrated form. In addition the clinical portal architecture was defined and a great number of laboratories of different hospitals were integrated.
Luis Alegre Latorre, healthcare director of IB-Salut, says "The "Historia de Salud" project has gone beyond what we had envisaged. Other clinical projects have arisen, such as the first electronic registry for Acute Coronary Syndrome, for which the Ministry of Health and Consumption has recently awarded the prize of best project in the category of `best innovation for the global improvement of the quality of healthcare.'
In order to reach these objectives, the project is expected to utilize Oracle Healthcare Transaction Base for the clinical repository, Orion Health Rhapsody Integration Engine and Orion Health Concerto Clinical Portal. Fujitsu will contribute professional infrastructure, services, support and the direction of the other vendors.
This newly awarded phase of this project, expected to last two years, is intended to complete implementation of the "Historia de Salud" in the community. To accomplish this there will be analysis, development and implementation of the following functionalities: Pathology Management, Medical Guides, Computerized Prescription Order Entry (CPOE), Management of Medical Alerts, Health Portal, Digital Imagery Management, SNOMED, and others such as loading of information into the corporate repository, Statistics of Utilization of the "Historia de Salud," etc.
On the 25th of February, the official launching of the next phase of 'Historia de Salud' was celebrated in the Local Hospital of Inca, attended by more than 100 clinical professionals. The day was closed by the Regional Minister of Health & Consumer Affairs of the Balearic Islands, Vinceç Thomàs, who emphasized the importance of this "unique and innovating" project as a great step in the recognition of the citizen rights and a source of knowledge within reach of patients.
The project will provide any professional from primary or secondary care with a fast, intuitive and organized way to access the historical health records of patients. The "Health Summary" provides relevant information to the health professional relating to the patient, such as medications, health problems identified in primary care, risk factors and allergies, visits to health centers and information relating to hospital visits. The implementation of the 'Historia de Salud' in the Balearics will contribute to the comfort and confidence of patients, by providing the clinical professionals who take care of them with access to complete and updated clinical information. This will allow for customized care at any time and place, improving the efficiency and the quality of healthcare.
